Data Boost for BJP in Poll-bound Haryana, as Number of Govt Jobs Created Double from Congress Days

The government has compiled data on job creation in the two decades, right from 2004 to 2014 of Congress rule and 2014-2024 of BJP rule. Government sources say that the job situation, overall standard of living, and income levels in Haryana have been improving above the all-India average

The stage is set for a battle royale in Haryana. While on the one hand, the BJP is showcasing the impact of 10 years of double-engine government, on the other the Congress is questioning the Haryana government over rising unemployment in the state. Undoubtedly things have improved in the last ten years due to the saturation of various central government schemes and Haryana government initiatives, observers say. But feeling the heat of anti-incumbency, the government has compiled data on job creation in the two decades, right from 2004 to 2014 of Congress rule and 2014-2024 of BJP rule. Government sources say that the job situation, overall standard of living, and income levels in Haryana have been improving above the all-India average.

During the 2005-14 period, under Congress rule, only 86,067 government sector jobs were created through various government exams. According to government sources, in the Congress era, there was a complete lack of transparency in the system. “While job vacancies were advertised, they were often filled by the party’s inner circle and close associates, sidelining deserving candidates. The people of Haryana endured endless suffering due to the Congress’s rampant misappropriation of government funds, fuelled by frequent scams, corruption, and nepotism. The Congress’s misrule led to a betrayal of public trust,” said a source.

On the contrary, as per sources, under the BJP’s “double engine sarkar”, 1,43,000 government jobs were created in Haryana from 2014 to 2024, showcasing its real impact. “PM Modi’s ‘Na Khaunga, Na Khane Dunga’ ensured a corruption-free, merit-based environment. New India under PM Narendra Modi stands for transparency, accountability, and delivering on promises for a brighter future for all. Under the BJP government, digitisation has made job application systems more transparent, providing greater visibility of available vacancies. Digital platforms like HREX, HPSC, and HSSC have been established to help job seekers easily upload and track their applications,” said a source.

Further, said the sources, the BJP-led state government is committed to promoting formalisation in the job market and ensuring job security for its citizens. Recently the state government under the leadership of CM Nayab Singh Saini announced the Haryana Contractual Employees (Security of Tenure) Ordinance, 2024, promising job security for contractual employees. This is expected to benefit 1.20 lakh employees under Haryana Kaushal Rozgar Nigam. Job fairs have also been organised on a regular basis.

Haryana is significantly contributing towards promoting employment in the non-farm sector, said the sources. “In 2022-23, 70% of jobs created in Haryana were in the non-farm sector, compared with the all-India sectoral composition, where only 54% of jobs are created in the non-farm sector. While the issue of limited non-farm sector jobs has been widely debated, it is commendable how the BJP-led Haryana state government has tackled this challenge head-on. Through consistent efforts and proactive policies, the government has actively promoted formal sector employment in the non-farm sector, proving its dedication to creating opportunities and driving growth for all,” said the sources.

Haryana an attractive investment destination

According to the sources, a stable Government in the state, ease of doing business, robust infrastructure, and logistics facilities are making Haryana an attractive investment destination for the services and manufacturing sectors, leading to job creation. It is worth noting that the state has been among the top performers in key indices and metrics as shown below:

● Business Reforms Action Plan (BRAP) 2020, ranks Haryana among Top Achievers in ease of doing business.

● Haryana ranked 5th in Export Preparedness Index 2022 & recognised as “Achiever” among Landlocked states in Logistics Ease Across Different States (LEADS 2023).

● Haryana has highest concentration of BPO workforce in the world, Gurugram alone employs 5% of global BPO workforce.

● Haryana is largest automotive hub in the country. Out of 150 Original Equipment Manufacturer (OEMs), 50 are in Haryana.

Haryana significantly promotes formalisation in job market

EPFO membership data clearly shows a significant growth in formal sector jobs in Haryana. “During the Congress government’s tenure from 2004-05 to 2013-14, only 46.20 lakh formal sector jobs were created. In contrast, under the BJP government from 2013-14 to 2022-23, approximately 1.60 crore formal sector jobs were generated in the state, highlighting a remarkable increase in employment opportunities,” a source said.

Significant saturation of central govt schemes

Utilisation of the government’s prominent schemes for promoting employment generation has been high in the state. After launch in 2015, PM Mudra Yojana created around 16.85 lakh jobs, PM Rozgar Protsahan Yojana 9.88 lakh jobs, Atmanirbhar Bharat Rozgar Yojana over 4 lakh jobs, PM Employment Generation programme launched in 2008 created 39,667 jobs from 2008-2014 (but total jobs created under this scheme during BJP rule of 2014-24 is over 1,53 lakh), PM SVANidhi created 38,000 jobs, DDU Gramin Kalyan Yojana 26,653 jobs, Deen Dayal Antyodaya Yojana 11,458 jobs, and Start-up India created 77,800 jobs, sources said.

The data indicates that the schemes launched by the Modi government are estimated to have created 3.96 crore additional jobs in the country. Of this, 33.81 lakh additional jobs are estimated to have been created in Haryana between 2014 and 2024. Among other programmes that have contributed to job creation, the successful adoption of Start-up India has shown positive results in the state: 7,385 start-ups have been registered in Haryana, of which 14 are Unicorns.

Haryana state’s initiatives

Between 2015 and 2023, a total of 17.18 lakh jobs were created through various state government initiatives (schemes/programmes), said sources. According to data compiled from Questions & Answers raised in the Haryana assembly in 2023, Monthly Per capita Consumption Expenditure (MPCE) and per capita national income have gone up in the state and are above the all-India average, or higher than many other states. 34,000 jobs through Antyodaya Utthan Yojana Mela, 27,516 in Job Fair, 1.71 lakh through Saksham Yuva Yojana, 1.20 lakh in Haryana Kaushal Rojgar Nigam, 12.64 lakh in Industrial Employment, and over one lakh government jobs through HSSC & HPSC were created. These two indicators indirectly show that the job situation, overall standard of living and income levels in the state have been improving over time. The data has amplified the BJP campaign as the voting date draws near.
